Dr. Cisneros heads an outsourcing consulting firm specializing in the Latin American oil industry, gas, and alternative energy. He worked for PDVSA and its affiliates for 20 years, where from 1992 to 2003 he was Senior Advisor in International Energy and Politics at the Strategic Planning Department.

From 1989 to 1992 he was part-time advisor in International Negotiations to the President of the Republic of Venezuela. Dr. Cisneros is a Full Professor at the Doctoral level at the School of Law and Political Science at Central University, Venezuela. He has been a speaker at energy conferences around the world.
